In a bizarre case from Indore, a proposed 100-bed civil hospital in the Khajrana area has been “fully operational” on paper for the past six years—even though construction has never begun and the government is still searching for land to build it.
The Madhya Pradesh government announced the hospital project six years ago, but delays in finding suitable government land meant the project never moved beyond the planning stage.
Despite this, the health department sanctioned 87 posts for doctors, nurses, and paramedical staff for the proposed hospital. Over the years, employees were recruited, transferred, and officially posted to the hospital, even though the building does not exist.
Today, around 80 of those staff members are working at other government healthcare facilities, including PC Sethi Hospital, Hukumchand Hospital, and several Sanjivani Clinics across Indore.
Responding to the controversy, Deputy Chief Minister Rajendra Shukla said the site originally had an Urban Primary Health Centre, which was later upgraded on paper to a 50-bed civil hospital and eventually planned as a 100-bed facility. However, construction could not begin because no suitable government land was available.
He added that until the hospital is built, the sanctioned staff has been deployed to other government hospitals and health centres so they can continue serving patients.
The opposition has sharply criticised the government over the issue. Former minister Sajjan Singh Verma questioned how appointments and transfers continued for years for a hospital that doesn’t even exist, and said the matter will be raised in the upcoming Assembly session while demanding a high-level investigation.
Meanwhile, Chief Medical and Health Officer Dr. Madhav Hasani defended the decision, saying that finding a large government-owned plot within city limits has been a major challenge. He said the nursing and paramedical staff were assigned to other hospitals and Sanjivani Clinics to ensure their services were not wasted while the project remains on hold.

ممبئی: تقریباً دو ماہ قبل شروع ہونے والا ممبئی–پونے ایکسپریس وے کا مشہور ’’مسنگ لنک‘‘ منصوبہ شدید بارش کے بعد لینڈ سلائیڈ کی زد میں آ گیا۔ کھنڈالا ایگزٹ کے قریب پہاڑی کا ایک حصہ گرنے سے سڑک پر بھاری ملبہ جمع ہوگیا، جس کے باعث پونے سے ممبئی جانے والی لین پر ٹریفک روکنا پڑا۔
تقریباً 6695 کروڑ روپے کی لاگت سے تیار کیے گئے اس بڑے منصوبے کو جدید انجینئرنگ کا بے مثال نمونہ قرار دیا جا رہا تھا۔ لیکن افتتاح کے صرف دو ماہ بعد شدید بارش کے دوران ہونے والی لینڈ سلائیڈ نے منصوبے کی تعمیر اور حفاظتی انتظامات کو لے کر سوال کھڑے کر دیے ہیں۔
اطلاعات کے مطابق تقریباً 8.9 کلومیٹر طویل سرنگ کے ایگزٹ کے قریب پہاڑی کا حصہ اچانک منہدم ہوگیا۔ ملبہ سڑک پر آنے کے بعد گاڑیوں کی آمد و رفت متاثر ہوئی اور کھنڈالا ایگزٹ کے قریب ایکسپریس وے کو عارضی طور پر بند کرنا پڑا۔
ممبئی اور آس پاس کے اضلاع میں گزشتہ چند دنوں سے مسلسل موسلا دھار بارش جاری ہے۔ مختلف علاقوں میں پانی جمع ہونے، درخت گرنے اور دیگر حادثات کی خبریں بھی سامنے آ رہی ہیں۔ اسی شدید بارش کے درمیان ممبئی–پونے ایکسپریس وے پر لینڈ سلائیڈ کا واقعہ پیش آیا۔
واقعے کے بعد مہاراشٹر کانگریس کے صدر ہرش وردھن سپکال نے حکومت پر طنز کرتے ہوئے سوال اٹھایا کہ دو گڑھوں کو ’’پہلی بارش کی ٹیسٹنگ‘‘ بتانے والے وزیر اعلیٰ کیا اب ہزاروں کروڑ روپے کے مسنگ لنک منصوبے پر لینڈ سلائیڈ اور سڑک کی بندش کو بھی ’’مانسون ٹرائل‘‘ کہیں گے؟
انہوں نے حکومت اور تعمیراتی نظام پر سخت تنقید کرتے ہوئے کہا کہ دنیا بھر میں پہاڑ کاٹ کر سرنگیں بنائی جاتی ہیں، لیکن مہاراشٹر میں منصوبے پہلی ہی بارش میں سوالوں کے گھیرے میں آ جاتے ہیں۔ کانگریس لیڈر نے اس کے پیچھے مبینہ ناقص تعمیر، بدعنوانی اور ٹھیکیداروں کو سیاسی تحفظ کا الزام بھی عائد کیا۔
ہزاروں کروڑ روپے کا منصوبہ، جدید انجینئرنگ کے بڑے دعوے اور افتتاح کے محض دو ماہ بعد لینڈ سلائیڈ—اب سوال یہی ہے کہ یہ صرف قدرتی آفت کا نتیجہ ہے یا تعمیر اور حفاظتی انتظامات میں واقعی کوئی بڑی خامی رہ گئی؟
